I think you are confusing "rights" with "benefits". Benefits most always come with strings attached. Is complying with treatment a bad thing? As a taxpayer, I think it is a reasonable request to obtain a benefit. If it were a "loan" would you think that the bank was being unreasonable to expect that he stay sober especially if the only means to pay back the loan was his job? Glad you are doing better.
